Job Description: 
Project Controls Analyst needed in Alvin, TX in a contract position hired to work under technical direction, policies, and procedures.
• Travel to surrounding area
• TWIC card required
• Per diem not offered
• 9/80 Work schedule

The Project Controls Analyst will develop and maintain the electrical infrastructure upgrade program capital cost database for expenditures, Total Installed Cost (TIC), and cash flow forecasts. Position will also monitor and analyze the entire project within the program for cost as well as schedule performance and create a reporting tool to capture all key project controls KPIs in order to achieve best-in-class results in project predictability. Position will report to the Projects Portfolio Controller and the Electrical Infrastructure Upgrade Program Manager. The role requires the ability to use advanced and up to date integrated project controls software systems for capital projects.

Must be able to:
• Perform work activities efficiently while continuously looking for cost-saving opportunities.
• Establish and maintain P6 schedule for each project within the program.
• Establish schedules in accordance with standards established by the Master Scheduler.
• Work with the Master Scheduler to coordinate the establishment of the baseline schedule.
• Work with contractor scheduler to prepare Baseline Schedule for each project within the program.
• Assist the Project Manager in schedule review.
• Work with contractor Project Control Representative to establish cost database.
• Augment contractor input to include all project cost including owner’s cost.
• Prepare preliminary cost forecast based on available input.
• Assist the Project Manager in cost analysis and forecasting process.
• Distribute approved project’s budget to baseline Work Breakdown Structure according to the project’s execution and contracting plan.
• Prepare preliminary monthly TIC and cash flow cost forecast for Project/Program Manager’s review and approval.
• Verify individual project’s cost and schedule forecast are aligned in the Master Schedule.
• Assist the Project Manager in Change Notice reviews.
• Assist the Project Manager with contingency management.
• Effectively and accurately communicate relevant project controls information to the project team.
• Work directly with key stakeholders, project managers, and project engineers at their respective locations or within their business area to answer questions and resolve issues pertaining to project controls.
• Prepare reports and presentations associated with the above requirements.
• Work closely with the Capital Portfolio Controller, members of the Capital Projects team, and Financial Analysts within the business.
• Participate in the review and approval of Front End Loading funding requests and TIC estimates.
• Act as a core team member of the electrical infrastructure upgrade program.
Desired Skills: 
The ideal Project Controls Analyst will have:

• Bachelor of Science Degree in Construction Engineering or equivalent.
• Minimum of 5 years of experience in the chemical, refining, or other industrial manufacturing industries.
• Minimum of 3-5 years of related work experience in project controls, scheduling, or cost engineering.
• Minimum of 3-5 years of Primavera P6 experience and scheduling in a construction environment is an asset Previous Capital Project experience from working in a chemical plant, a refinery, oil and gas production, construction of major facilities, power generation or public infrastructure is a plus.
• Advanced knowledge of cost accounting and engineering practices, Work Breakdown Structure creation and management, and work packaging strategy from engineering to construction.
• Strong knowledge of Primavera Scheduling software and MS Office including the ability to manipulate large amounts of data and perform complex functions within Access and Excel.
• Proficiency in computer skills including, but not limited to, Word, PowerPoint, Visio, SharePoint, and SAP.
• Experience with engineering and construction based cost systems (productivity, performance measurement, progress tracking, etc.).
• Experience with project control tracking/forecasting/scheduling software systems.
• Demonstrated conceptual, analytical, and problem solving skills towards the generation of solutions and sound decisions.
• Strong communication skills, confident interacting with stakeholders in verbal, written and electronic form.
• Ability to work well with others, giving and receiving information willingly, and increasing awareness of workplace diversity.
• Understand the value of procedures and policies and work within them.
• Willing to travel to and from different plant site locations.
