Job Description: 
Project Controls Specialist needed in League City, TX

The Project Controls Specialist will maintain project controls services/cost analysis for the new construction. They will work closely with Engineering, Procurement, Construction, and Accounting personnel in order to verify projects are planned and effectively managed in order for performance to continuously improve. They will also provide project management with forward looking information identifying expected project performance and comparisons against performance targets.

The Project Controls Specialist will:

• Perform work activities efficiently while continuously looking for cost-saving opportunities.
• Develop with the project team realistic forecasts of the overall project cost and schedule.
• Apply cost control and other analytical techniques to quantify financial performance and projections.
• Implement processes which encourage early recognition and assessment of risks and opportunities which could affect project results.
• Coordinate project cost, schedule, and forecast reporting efficiently.
• Identify cost and schedule reduction opportunities.
• Interface with Finance and Accounting functions.
• Coordinate the development of work during all project stages suitable for the needs of controlling the project.
• Develop and maintain a phased forecast profile based on value of work done.
• Verify contractors' forecast for completeness and consistency with the defined scope of work.
• Coordinate contractor deliverables in order to verify the basis of rates and factors is consistent.
• Develop the Control Budget and Schedule from the Phase AFE and the supporting cost estimate.
• Coordinate contingency against changes, both pending and approved, and vendors and contractors' forecasts.
• Inform project management of the rate of expenditure of contingency.
• Validate contractor data for accuracy and compliance with project controls requirements stated in the contract.
• Verify alignment between contractors' physical progress measurement and expenditure.
• Complete changes to cash flow workbooks, department system, and various forecast reports with forward looking forecasts bi-monthly and expenditures monthly.
• Maintain weekly reporting of cost/schedule for project meetings.
• Maintain ad hoc/weekly postings to program controls of contractor reports, meeting minutes, and general project control information.
• Aid in contacting vendors for monthly accruals and evaluation of Purchase Order commitments as well as outstanding invoices for Accounts/Payable(AP).
• Develop Change Requests for INEOS third party changes and review EPC change requests for approval.
Desired Skills: 
The ideal Project Controls Specialist will have:

• Bachelor’s degree.
• Previous experience in project engineering, scheduling, estimating, planning, construction management, and project controls, and earned value reporting is preferred.
• Advanced skills working with P6 and SAP.
• Proficiency in computer skills including, but not limited to, Word, PowerPoint, Visio, SharePoint, and SAP.
• Experience with engineering and construction based cost systems (productivity, performance measurement, progress tracking, etc.).
• Experience with project control tracking/forecasting/scheduling software systems.
• Demonstrated conceptual, analytical, and problem solving skills towards the generation of solutions and sound decisions.
• Strong communication skills, confident interacting with stakeholders in verbal, written and electronic form.
• Ability to solve well defined problems without or with only partially defined steps to solutions in the area of core discipline.
• Ability to share information with others, organize data, gather information systematically, and seek input from others.
• Ability to accept clearly defined objectives and seek clarification if needed.
• Understand the value of procedures and policies and work within them.
• Ability to rapidly learn and apply other cost estimating applications.
• Willing to travel to and from different plant site locations.
