Job Description: 
Project Engineer needed in Mandan, ND for a contract position hired to coordinate and expedite input to project engineering deliverables prepared by the Engineering Contractor.

The ideal Project Engineer will:

• Perform work activities efficiently while continuously looking for cost-saving opportunities.
• Perform research to apply the appropriate engineering principles and standards to meet requirements.
• Provide engineering support during project development (Appraise and Select stages) by vetting resource estimates, schedules, business benefits, environmental/health/safety impacts and risk assessment for proposed development concepts.
• Develop and review technical and functional scope.
• Support development of budgets, cost estimates, and Authorization for Expenditures (AFE) documents.
• Perform design calculations (when required) and provides expertise to contractors in preparation of detailed engineering design.
• Provide input on technical reviews to ensure detailed engineering meets corporate and industry engineering standards.
• Define and review technical specifications for equipment.
• Coordinate completion of hazard, operability, and maintainability reviews.
• Coordinate preparation of environmental management plan with Environmental Health & Safety.
• Assist with the preparation of resource forecasts (funding, equipment, materials, facilities, contractors, company personnel) and Project Execution Plan.
• Complete and support risk response plan.
• Generate and review construction packages.
• Develop and issue monthly project status reports.
• Conduct presentations to management to inform them of project progress, forecasted costs, and give status of active project issues.
• Collaborate with Procurement to develop and implement procurement and contracting strategies to meet project requirements.
• Define technical specifications for equipment and materials acquisition.
• Provide input into contractor pre-qualification process.
• Support technical and commercial evaluation of bids and award of contracts for equipment, materials, and construction services.
• Verify timely and comprehensive completion of all mechanical, civil, structural, process, instrument and electrical engineering and design.
• Conduct design reviews with refinery and logistics personnel and manages resulting action items.
• Provide technical coordination of construction activities including field change review and endorsement.
• Seek to be in compliance with refinery policies and procedures including stewardship of project management of change (MOC).
• Work with Project Controls in order to verify optimization of project resources within the budget and established quality, cost, and schedule parameters.
• Support development of start-up manuals, operating, and emergency response procedures and training material.
Desired Skills: 
The Project Engineer must have:

• Bachelor’s Degree in chemical or mechanical engineering (preferred).
• Minimum of 10 years of experience in Project Engineering/Management.
• Employed by large Engineering and Construction (E&C), and Operating companies.
• Experience in large Engineering, Procurement and Construction (EPC) projects.
• Experience in projects for refining or chemical plants.
• Knowledgeable of various mechanical skills (pipe fitting, welding, boiler making, electrical, rotating equipment, instrumentation).
• Highly proficient in reading mechanical drawings, blueprints, isometrics, P&IDs, etc.
• High level of technical and scientific knowledge and the ability to apply this knowledge to practical problems.
• Highly proficient with 3D modeling and design.
• Ability to understand field changes and red-line drawings.
• Advanced computer skill in computer-aided design.
• Advanced skills in MS Word, Excel, and Outlook.
• Highly proficient with MOC process and PSSR (pre-startup safety reviews) process.
