Project Controls Specialist
needed to work in the Engineering Department developing forecasts of the overall cost and schedule of the project.

The Project Controls Specialist will be expected to:
• Apply cost control and other analytical techniques to quantify financial performance and projections.
• Implement processes that encourage early recognition and assessment of risks and opportunities that could affect project results.
• Coordinate cost, schedule, and forecast reporting efficiently.
• Identify cost and schedule reduction opportunities.
• Interface with Finance and Accounting functions.
• Verify development of Work Breakdown Structure (WBS) during all project stages, suitable for the needs of controlling the engineering.
• Develop and maintain a phased forecast profile based on Value of Work Done (VOWD) and use this to compare variances with actual VOWD and Control Budget.
• Verify contractors' forecast for completeness and consistency with the defined scope of work.
• Verify contractor deliverables to ensure the basis of rates and factors are consistent.
• Develop the control budget and schedule from the Phase AFE and the supporting cost estimate.
• Coordinate contingency against changes, both pending and approved, and vendors and contractors' forecasts.
• Inform project management of the rate of expenditure of contingency.
• Validate contractor data for accuracy and compliance with project controls requirements stated in the contract.
• Verify alignment between contractors' physical progress measurement and expenditure.
• Complete changes to cash flow workbooks, department system, and various forecast reports with forward looking forecasts bi-monthly and expenditures monthly.
• Update monthly management scorecards and presentation slides with cost and schedule.
• Develop work order and requisitions along with verifying forms are logged.
• Report cost and schedule weekly for meetings.
• Complete ad hoc/weekly postings to program controls sites of contractor reports, meeting minutes, general project control information.
• Aid in contacting vendors for monthly accruals and evaluation of Purchase Order commitments as well as outstanding invoices for Accounts/Payable(AP).
• Develop change requests for Marathon and third party changes as well as review EPC change requests for approval.
• Verify contractor invoices in conjunction with Finance including the following: Comply with contract terms and conditions; Comply with the established Financial Approval Authority; Processed on time
Desired Skills: 
The ideal Project Controls Specialist:

• 2 – 5 years of experience.
• Bachelor’s Degree in a related field (preferably in Engineering, Construction Management, or Industrial Technology).
• Proficiency in P6, SAP, and EcoSys.
• Previous experience in project engineering, scheduling, estimating, planning, construction management, project controls, and earned value reporting is preferred.
• Experience working in a refinery.
• Safety Champion mindset – portrays a personal example of excellent safety, performance, and commitment.
